Joy Ng

Joy is a design and technology leader at the Government Technology Agency of Singapore (GovTech), where she drives digital innovation in public services. As a Programme Lead and UX Lead in the Digital Society Products team, she has built and led teams that took national platforms like the GovTech Assisted Living Ecosystem (GALE), GatherSG, and CrowdTaskSG from 0 to 1, turning ideas into impactful public services.

She thrives on tackling complex, real-world challenges, from launching a personal alert button for seniors in 53 rental blocks to shaping GoWhere, a platform millions relied on for critical public information. Beyond product innovation, she has led whole-of government initiatives, including the MPAppeal System, Feedback Management System, CaseConnect, and ComLink systems—driving seamless digital experiences across the public sector. Her work blends human-centered design with systems thinking, ensuring technology remains accessible, scalable, and inclusive.

Joy has also contributed to UX research on digital platforms and assistive technology. She holds a Global Executive MBA from the University of Washington and a Master’s in Communications and New Media from the National University of Singapore. Her contributions to public service were recognised with the Public Sector Transformation (PSD) Exemplary Innovator Award in 2022.
