Raymond Tan Choon Guan

Mr Raymond Tan Choon Guan is the Assistant Commissioner of the Taxpayer eXperience Division at the Inland Revenue Authority of Singapore (IRAS). He leads service strategy, innovation, and omni-channel taxpayer experience, with a focus on co-creating practical, human-centred solutions with stakeholders, partners, and the community. A strong advocate of design-led transformation, Raymond champions spatial design principles at service centres and workspaces. He has driven the adoption of modular layouts that enable rapid reconfiguration as service needs evolve, zoning concepts that better support distinct taxpayer journeys, and barrier-free touchpoints to ensure accessibility for elderly and members of the public with diverse needs. These design interventions reflect his belief that physical environments are as critical as digital platforms in shaping public trust and experience. Raymond’s overseas posting and stints across government agencies convinced him that the private sector plays an equally vital role in producing and delivering public value. In 2021, he was conferred the Public Administration Medal (Silver) at the National Day Awards by the Singapore Government.
