Winnie Kwan

Winnie Kwan is the Lead UX Designer for Government Digital Products at GovTech Singapore, where she champions user-centered design to enhance government digital services.

A National Infocomm Scholarship recipient, Winnie graduated with a Master’s in Information Systems Management under the SMU-Carnegie Mellon Masters Fast-Track Programme.

She began her career in the Government Chief Information Office’s ICT Strategy team, contributing to national infocomm strategies. She now focuses on digital product design and development, and has collaborated with agencies like SPF, ICA and HDB to create citizen-centric digital solutions. Winnie’s technical expertise and interpersonal skills has enabled her to effectively engage stakeholders and deliver impactful government services, earning her the MCI Minister Award in 2016.

She believes in applying user research and content design to inform product strategies and create seamless digital experiences that bring value to the public. She is also dedicated to motivating her team, fostering a culture of continuous learning and innovation to drive better design outcomes.
